Is Portugal still an affordable destination for expats in 2026? The short answer is:
Yes, compared to much of Western Europe and North America. However, the landscape has changed. Gone are the days of €500 luxury apartments in the heart of Lisbon, but the quality of life per Euro remains exceptionally high.
The Housing Market: Rent and Utilities
Housing is the largest expense for any expat.
Lisbon and Porto: A modern one-bedroom (T1) apartment in a central area can range from €1,200 to €1,800.
Smaller Cities (Braga, Coimbra, Aveiro): You can find excellent options between €700 and €1,000.
Utilities: For a couple, expect to pay around €120–€160 for electricity, water, and high-speed fiber internet.
Groceries and Dining: The Best Value in Europe
This is where Portugal truly shines. Fresh, local produce is affordable and of high quality.
Groceries: A monthly budget of €350–€500 for a couple will cover a high-quality diet including fresh fish, local meats, and excellent wine.
Dining Out: You can still enjoy a "Prato do Dia" (Dish of the Day) including bread, soup, a main course, and coffee for €10–€15 in local "tascas." A high-end dinner for two with wine in a trendy neighborhood will cost around €60–€80.
Healthcare and Transportation
Healthcare: Residents can access the public system (SNS) for nominal fees. Private health insurance for a healthy 40-year-old typically costs between €50 and €90 per month.
Transportation: Portugal has an excellent train and bus network. In Lisbon or Porto, a monthly pass for all public transport is only €30–€40. If you own a car, be aware that fuel and tolls are among the highest in Europe.
