What is the CRUE?
The Certificado de Registo de Cidadão da União Europeia, commonly known as the CRUE, formalises the right of residence in Portugal for eligible EU citizens whose stay extends beyond three months. It is a registration certificate, not a visa.
Who may need to register
The CRUE is generally relevant to citizens of the European Union, European Economic Area or Switzerland who intend to reside in Portugal for more than three months. The applicable basis may relate to employment, self-employment, studies, sufficient resources or residence as a qualifying family member.
A family member who is not an EU, EEA or Swiss citizen may require a different residence document and procedure.
When and where the registration is made
Registration is normally completed within 30 days after the first three months of residence in Portugal. The certificate is issued by the local council responsible for the applicant’s area of residence.
Documents, appointment arrangements and local procedures can vary between municipalities, so the current requirements should be checked for the relevant council before attending.

Documents depend on your circumstances
A valid passport or national identity card will normally be required. Evidence connected with your address and basis of residence may also be needed, depending on your circumstances and the municipality’s current procedure.
